Organization: In 2006, all Member States of the United Nations acknowledged that the question of creating an international centre to fight terrorism could be considered as part of the international efforts to counter terrorism, as stipulated in the United Nations Global Counter-Terrorism Strategy (A/RES/60/288). So, in 2011 was established the United Nations Counter-Terrorism Centre (UNCCT) was established  to provide capacity-building assistance to requesting Member States in support of their implementation of the United Nations Global Counter-Terrorism Strategy. UNCCT is part of the Office of Counter-Terrorism (OCT), established in 2017 and is located at the United Nations Headquarters in New York.

Duty Station:  Office of Counter-Terrorism, New York

Timeframe:  Appointment or assignment against this position is for an initial period of one year. This post is financed through extra-budgetary funds. The appointment or assignment and renewal therefore subject to the availability of the post or funds, budgetary approval or extension of the mandate.

Job description:

Under the overall supervision of the Under-Secretary-General for Counter-Terrorism and the direct supervision of the Senior Political Affairs Officer in the UNCCT Capacity Building Unit and within the delegated authority, the Associate Information Systems Officer will be responsible for the following duties:

  • participate in developing, managing, upgrading and maintaining information systems, knowledge management systems and websites, including social media;
  • contribute to the development and oversight of CTITF/UNCCT centralized or decentralized institutional systems;
  • maintain the knowledge of a wide range of computer languages and development paradigms;
  • contribute to the implementation of cyber-related projects by providing technical expertise/analysis to the project manager/political officer;
  • ensure data integrity and security of the CTITF/UNCCT information systems, manage user access to UNCCT Secured Platform;
  • participate in the presentation and promotion of existing UNOCT/UNCCT information systems to Member States, counter-terrorism centres, agencies;
  • keep abreast of organization’s information infrastructure and IT strategy as it relates to user area in order to better serve CTITF/UNCCT;
  • act as IT technical focal point for the electronic document management system Unite Docs and Project management tool NOVA;
  • identify the requirements of the users at CTITF/UNCCT, act as IT focal point;
  • provide guidance to new/junior staff;
  • perform ad hoc duties as required.


Staff members are subject to the authority of the Secretary-General and to assignment by him or her. In this context, all staff are expected to move periodically to new functions in their careers in accordance with established rules and procedures.



Education required

An advanced university degree (Master's degree or equivalent) in computer science, information systems, mathematics, statistics, or related field is required. A first-level university degree in combination with two additional years in qualifying experience may be accepted in lieu of the advanced degree.

A first-level degree (Bachelor’s or equivalent) in Information Technology, Computer Science or related fields is required.

No experience is required for candidates who have passed the United Nations Young Professionals Programme Examination (YPP), the United Nations Competitive Recruitment Examination (NCRE) or the G to P Examination (G to P).


Languages required

English and French are the working languages of the United Nations Secretariat. For this post, fluency in English is required. Knowledge of another UN official language is an advantage.

Work Experience required

A minimum of two years of progressively responsible experience in the planning, design, development, implementation, upgrade and maintenance of computer information systems or related area is required. Experience in database management is required. Experience in social media, website management and content management system (CMS) is desirable.

No experience is required for candidates who have passed the United Nations Young Professionals Programme Examination (YPP), the United Nations Competitive Recruitment Examination (NCRE) or the G to P Examination (G to P).

Pursuant to section 7.11 of ST/AI/2012/2/Rev.1, candidates recruited through the young professionals programme who have not served for a minimum of two years in the position of their initial assignment are not eligible to apply to this position.
