Organization: the European External Action Service (EEAS) is a service of the European Union responsible for EU foreign affairs. Created by the Lisbon Treaty, it has been operational since 1 December 2010. It is based in Brussels, Belgium. The External Action Service supports the work of the High Representative of the Union for Foreign Affairs and Security Policy and responds to him. In fact, the Service constitutes the foreign ministry of the European Union and manages its foreign policy and diplomatic activity. The Service has a bureaucratic and diplomatic nature and has no political autonomy: decisions on foreign and security policy are taken by the Council of Foreign Ministers of the Union, presided over by the High Representative. The peculiarity of the office of the High Representative is reflected in the peculiarity of the Service compared to the other institutions and structures of the European Union. Because of its intermediate position between the Commission and the Council and its hybrid origin, the Service is indeed a single body, endowed with particular autonomy and importance for the activities of the Commission and the Council. The Service is the first multinational diplomatic service
